GMHC's State Policy Agenda is a reflection of our mission and the needs of the people we serve, as well as the broader HIV/AIDS community. These 2008 public policy recommendations advocate for change in areas where there continue to be clear and demonstrated unmet needs.

Twenty-seven years into the AIDS epidemic, HIV continues to increase among young gay and bisexual men in New York City, especially in communities of color. As the epidemic rages on, racial disparities are quickly defining the epidemic. Black men in New York City are 6 times more likely to die of AIDS than white men and black women are 9 times more likely to die of AIDS than white women. In New York State over 110,000 people are living with HIV/AIDS, while another 28,000 remain undiagnosed.

The severe decrease in HIV/AIDS funding due to Ryan White CARE Act cuts reaches far beyond the State's budget. New Yorkers living with HIV/AIDS now face burdens from every direction. Enacting the following policy recommendations will begin to alleviate that burden.

GMHC will continue to steadfastly advocate for the healthcare needs and civil rights of all people living with HIV & AIDS. The prevention of HIV transmission, access to affordable, quality healthcare, and the full realization of civil rights for all are the cornerstones of our recommendations.
